Gas producers have discussed the current subsoil use system with the MPs and the Minister of Ecology and Natural Resources of Ukraine.
Roman Opimakh has pointed out the significant potential of Ukraine's resources. He also highlighted the Government's ambitious plans of increasing domestic natural gas production. Three issues, which should be resolved jointly, are:
1. Overly regulated industry (19 authorities, more than 66 permits/approvals – requires 3 years of ordeal);
2. Archaic legislation from the era of planned economy (land access, approval of works, reserves and resouces appraisal);
3. Selective or nontransparent procedure of out-of-auction issuance of the right to use subsoil, in particular, full-cycle industrial complexes.
