Torsten Woellert, European Commission member, Support Group for Ukraine, Energy and Environment Team Leader: "The points of growth in Ukraine are, most importantly, increasing workplaces via economic growth, increasing the share of renewable energy sources, and increasing gas production. In a year, we will check whether any particular actions were done in these areas. Ukraine needs new investors, middle- and small-size companies sould come here. For instance, the market of the leading gas traders, who are active in Ukraine and who are taking on the risks. Such competition should be facilitated in other areas, and this is when the economic growth will follow, energy prices will go down, because they are currently high, and the purchasing power is low."
Roman Opimakh, the executive director of the Association of Gas Producers of Ukraine: "The points of the industry's growth are the execution of the commitments made by the Concept for Development of Ukraine's Gas Production Industry by 2020, and active support of the industry deregulation on the state level. All the necessary reforms are initiated, the legislative mechanisms of industry's transparency, growth and deregulation are developed. However, the progress is extremely slow at the time, when we need to dynamically implement new initiatives in the area, which will allow to secure zero imports of natural gas.
It is very important to attract new investments and players to the market. From the example of the trading sector, the sector already has over 40 players known internationally. At the same time, it is important to review certain initiatives, which creating obstacles for activisation of investors, such as the high GTS entry tariffs. The system should be reviewed and improved.
Roman Nitsovych, program manager at DiXi Group: "In Ukraine there is still dominance of Naftogaz. We need to implement the market tools to limit this dominance. Firstly, it is sales of gas on the exchange, as is implemented in Poland and Hungary, where there is also a monopolistic company present. And the key thing is the come of new investors to the market, this should be the priority to stabilize the prices on the internal market."
